Condensation forms from excess humidity in he air, not because you have single pane windows. In lower temps, air cannot hold as much humidity before condensation occurs. Condensation forms not just from excess humidity but also from the difference in the temperature from the window and inside air. With single pane windows, the outside air dictates the temp of the window. If it's cold outside, they are more likely to form condensation.

With dual pane windows, the outside glass can be cold but the inside pane will be much warmer. This is why they don't form condensation nearly as much as a single pane window. You are correct that they won't eliminate condensation in all conditions but they will significantly reduce condensation in most cases.
